EC to adopt mixed electoral system to elect NA members

Kathmandu, Nepal: The Election Commission (EC) has set to adopt both the single transferable and First-Past-The-Post (FPTP) electoral systems to elect 56 members of the National Assembly. Among the 59 members of the National Assembly (NA), three will be appointed by the President in the recommendation of the government. 

According to the EC, 42 members will be elected under the single transferable voting (STV) system while 14 are elected under the FPTP system even though the ordinance passed recently from the president has provisioned of STV system. 

The EC has said that both the electoral system is adopted to manage the representations of the sectors that the constitution has specified. Among the eight members to be elected from each province, six including three women are elected under the STV system while one each from Dalit and disabled or minority communities under the FPTP system.

As votes cannot be transferred from one candidate to another for candidates from Dalit and disabled or minority communities due to their single seats, FPTP electoral system is adopted, the EC has clarified.
