Kathmandu, Nepal: Different 16 bills related to the fundamental rights as enshrined in the Constitution of Nepal have been passed from both the federal parliament- House of Representatives (HoR) and the National Assembly (NA) on Monday.
All the necessary laws related to the fundamental rights have been passed just a day before the constitutional deadline to passage the rules. Articles 16 to 46 of the Constitution of Nepal has provisioned about the fundamental rights of the citizens.
As the constitution makes it mandatory for the laws to be in place within three years since its promulgation on September 19, 2015, all the laws have to be authenticated by the President Bidya Devi Bhandari by September 18.
Seven Bills were amended on necessary provisions while nine Bills were freshly drafted to ensure citizens’ fundamental rights as provisioned by the Constitution of Nepal.
Parliamentary becomes able to passage the bills only after slashing the lengthy procedures. As per the parliamentary rules, 72 hours require registering amendments but it was reduced to 12 hours so as to meet Tuesday’s deadline.
There was a looming fear that laws related to the fundamental right might not be readied within the constitutional timeframe as government had delayed to register the bills at the Parliament Secretariat.
Likewise, the delay was also attributed to the China visit of Speaker Krishna Bahadur Mahara. He had gone to week long China visit beginning September 7 in the mean time the Bills were required discussion in the HoR.
