NCP to Overhaul Cabinet by Thursday!

Kathmandu Nepal, November 11, 2019:  The government head Nepal Communist Party (NCP) has been mulling over a major overhaul not just of the Secretariat of the Prime Minister KP Sharma Oli and the Cabinet but also of provincial Chief Ministers and ministerial positions on the name of making functional the performance of the government.

Co-Chairs of the party- Oli and Pushpa Kamal Dahal have reached on the conclusion for the overhaul in the government. However, the issue of picking names has remained as of the contentions issue to reach on the conclusion, thanks to the widening differences in the party.  

Reliable source close to the party claims that Prime Minister Oli is mandated to decide whether to change the entire member of the cabinet or to fulfill partially by ordering some ‘incompetent’ minister to resign from the posts.  

Prime Minister has already conveyed a message to his Cabinet Ministers to quit their posts on their own so that he could form a new cabinet to further strengthen his government’s performance. 

Among the two options floated of now- either all ministers can resign en masse so that Oli can choose from among them for reappointment, or he can ask specific ministers to resign, claims a source at the party.

The ministers would rather resign from their positions than suffer humiliation for being removed on grounds on inefficiency, a ruling party leader said on condition of anonymity that the prime minister would decide on the reshuffle by Thursday.

The NCP has made the attempt to overhaul the secretariat, cabinet and the head of the federal government at the time when the head of the government NCP has faced widespread criticism for poor performance of the government.  

Internally, the party has attempted to justify the recent process to correct past mistakes and balance party dynamics by giving various state functionaries a fair shake. 

Reliable source close to the party said that Co-Chairs duo Oli and Dahal have agreed to either replace or shuffle at least eight sitting ministers and two chief ministers. As per the understanding, possible new faces in to be formed new Cabinet would Janardan Sharma, Top Bahadur Rayamajhi, Haribol Gajurel, Surendra Pandey and Bishnu Poudel. 

Party General Secretary Poudel, who is also a former finance minister, could replace Yubraj Khatiwada. According to the party source, Khatiwada, whose two-year term as a member of the National Assembly will expire in three months, could be appointed as Nepali ambassador to the United States of America.
 
Province 5 Chief Minister Shankar Pokhrel will be relieved and given a key responsibility in the federal government or in the party as per his wish. Likewise, Karnali Province Chief Minister Mahendra Bahadur Shahi would also be replaced by Yam Lal Kandel on the name of mentioning balance in the party.

However, some new comers and nearer and dearer of the Co-chairs Oli and Dahal will remain untouched.  The lucky one untouched would likely Bahadur Thapa, Barshaman Pun Yogesh Bhattarai, Bhanubhakta Dhakal, Gokul Baskota and Bina Magar. 

Likewise, Foreign Minister Pradeep Gyawali will be brought into the Prime Minister’s Office after his resignation from the post, thanks to his close tie with the Prime Minister Oli.

It was already surfaced that Prime Minister Oli has not been happy with the performance of many of his ministers. However, he was unable to change, thanks to the internal rivalry in the party. 

Though Co-Chairs duo has agreed in principle to reshuffle the cabinet, fixing of the position would remain most of the contentious issues among the two Co-Chairs of the party.
