Guwahati: Much more speculations arise that, China trying to wage a proxy war against India by using 'Water Bomb', while amid the rising apathy between India and China over the Dokalam standoff dispute, the Assam government on Wednesday said that, the third wave of devasting flood in the state may cause of some 'mysterious reasons'. 
 
Crippled by three waves of devasting flood claimed 155 lives and affecting over 3.35 million people in the state, Assam Finance minister Himanta Biswa Sarma Sarma said that, according the Ministry of External Affairs, China for 'mysterious reasons' has not shared hydrological data of river Brahmaputra, flowing to India from the Tibet region in this year.
 
'Two MoUs have been signed between India and China in 2006 and 2013 of sharing hydrological data of river Brahmaputra in every monsoon from May 15 to October 15. But this year, Chian for 'mysterious reasons' has not shared any hydrological data to India. It is a very concerning issue. So, we are formally writing to the Union government to continue persuading China to share the data so that, we can take early measures to deal with flood,' Himanta Biswa Sarma said. 
 
'When the third wave flood hit the state (From August 10), there wasn't abnormally heavy rainfall neither in Assam nor in Arunachal Pradesh. But the flood situation had gone gradually more critical and still several districts are under flood waters. Now the question raised that, where did all water come from,' the Assam minister said. 
 
Sarma said that, some Indian media reported about possible designs of China to trigger the flood by releasing waters from the dams of hydro electric projects made by the neighbouring country on the river Brahmaputra.
 
'All are the speculations, but the facts that, China hasn't shared any hydrological data,' the Assam minister said.
