Guwahati, August 5 : The publication of the complete draft of the updated National Register of Citizens (NRC) by excluding over 40 lakh people has triggered a political slugfest in the country and oppositions alleged that, it is BJP’s game plan to divide the people in Assam.
The massive Supreme Court monitored exercise is continuing to detect illegal foreigners residing in Assam who came after March 24, 1971.
The complete draft NRC was published on July 30 by including 2.89 crore persons out of 3.29 crore applicants and over 40 lakh people excluded in the list.
The Union government, Assam government, Registrar General of India (RGI) and the NRC authority have already clarified that, this is only a draft, not final NRC and who do not find their names in complete draft NRC have the legal right to apply again by filing of claim during the period August 30 to September 28 this year, they will be able to know the reasons for non-inclusion by visiting NRC Seva Kendras and enquiring from Local Registrar.
But, some shocking data have come to light that, the percentage of excluded people, especially in the districts of Assam, which are known to have alleged shelter of illegal migrants is very less and it doesn’t tally with the earlier data of illegal migration and abnormal population rise.
The data revealed that, highest percentage of people has been excluded from Darrang district and 31.39 percent people of the district excluded in the complete draft NRC.
After Darrang, 30.30 percent people of middle Assam’s Hojai district have been excluded in the list followed by 22.78 percent in Bongaigaon, 17.25 percent in Kamrup (Metro), 16.95 percent in Sonitpur, 16.06 percent in Dima Hasao, 15.45 percent in Baksa, 15.27 percent in Nagaon, 14.97 percent in Morigaon, 14.52 percent in Udalguri, 14.33 percent in Karbi Anglong, 14.00 percent in Biswanath, 13.99 percent in Barpeta, 13.64 percent in Lakhimpur, 13.20 percent in Tinsukia, 12.54 percent in Cachar, 12.00 percent in Goalpara, 10.00 percent in Kokrajhar, 9.90 percent in Charaideo, 9.73 percent in Dhemaji, 9.30 percent in Hailakandi, 8.96 percent in Golaghat, 8.46 percent in Karimganj, 8.40 percent in Dhubri, 7.80 percent in Chirang, 7.07 percent in West Karbi Anglong, 6.90 percent in Dibrugarh, 5.35 percent in Kamrup (Rural), 5.00 percent in Nalbari, 4.68 percent in Jorhat, 1.73 percent in Sivasagar and 1.50 percent in river island district Majuli.
The 2011 census data revealed that, the decadal growth of the Muslim population of Assam between 2001 and 2011, it has risen from 30.9 percent to 34.2, a change of 3.3 points as compared to the national average of 0.8 and population of Assam grew by 17.07 percent during 2001-11.
Dhubri district, which is border district along Indo-Bangladesh border recorded highest 24.44 percent population growth during the period followed by 23.34 percent in Morigaon, 22.64 percent in Goalpara, 22.19 percent in Darrang, 22 percent in Nagaon, 21.90 percent in Karimganj, 21.45 percent in Hailakandi, 21.43 percent in Barpeta, 20.59 percent in Bongaigaon, 20.19 percent in Cachar district.
On the other hand, it has also come to light that, a huge number of Indian from other states living in Assam since couple of decades have also included in the 40 lakh figure.
Now, a question arise that, have some illegal migrants managed to include their names in the complete draft NRC after the Morigaon district Deputy Commissioner revealed that, 39 suspected illegal foreigner families have figured in the list.
