Guwahati: From nephew’s family of the fifth President of India to retired Army officer, AIUDF MLA, BJP MLA’s wife, banned outfit ULFA-I leader’s wife are some names among 40 lakh people, whose names didn’t feature in the complete draft of the updated National Register of Citizens (NRC), published on July 30.

Azmal Haque, a resident of Chhaygaon area in Assam’s Kamrup district and a retired Army officer also left out of Assam’s complete draft of NRC.

Azmal, who served the Indian army for 30 years from 1986 to 2016 and retired as a Junior Commanding Officer (JCO) in 2016.

Not only Azmal, his son and daughter’s name too missing from the draft NRC.

Azmal Haque, who presently living at Panjabari area in Guwahati with his family said that, this is very unfortunate after giving 30 years of his life to the nation’s security.

“ I served the Indian army for 30 years and all verification process had done when I joined army. I submitted all documents to entry our names in the NRC. But, it is very unfortunate that, my elder brother’s family names included in the draft NRC in same legacy which also used in our documents. But my name and my two children and younger brother’s name were omitted despite submitting all valid documents,” Azmal said.

On the other hand, family members of former President of India Fakhruddin Ali Ahmed too left out of the complete draft NRC.

Ziauddin Ali Ahmed is the son of the country’s fifth president’s brother Late Ekramuddin Ali Ahmed and now living at Kalmoni Barhampur village under Jayantipur gram panchayat near Rangia town in Assam’s Kamrup district with
his family.

But, it is shocking that, Ziauddin and his wife and two sons had failed to find out their names in the complete draft of NRC.

None of the family members were in the complete draft of NRC.

The Assam government on Monday had published the complete draft of NRC by including the names of 2.89 crore persons out of 3.29 crore applicants.

Ziauddin said that, he would try to find out the necessary documents to ensure his family members name is included in the list.

“I am the nephew of former president of India Late Fakhruddin Ali Ahmed. I would try to find out the Legacy data of our family, but failed. My father’s name is not in the Legacy data, so we have failed to collect legacy data as to show linkage with my father. I will again try to find out any linkage with my father,” Ziauddin said.

Apart from it, Md. Javed Ali, a resident of minority dominated lower Assam district South Salmara Mankachar also failed to find out his name in the draft NRC.

But he is not fear about his name is not appeared in the complete draft list.

Javed said that, six other people of his family names have included in the complete draft list, but his name is missing.

Javed said that, he submitted all essential documents during the application submission process of NRC.

“I was shocked after missing my name in the complete draft, but not panic. I had submitted all documents during the application submission process. I don’t know why my name was missing. I will again submit my claim and objection before the NRC official,” Javed said.

Not only Javed, there are over 40 lakh other people whose names were left out from the complete draft of NRC.

Registrar General of India (RGI) Shri Shailesh said that, 2,89,83,677 numbers of persons are found eligible for inclusion in complete draft of NRC out of 3,29,91,384 applicants.

That is over 40.07 lakh persons have been excluded from the list.

The RGI further said that, persons who do not find their names in complete draft NRC have the legal right to apply again by filing of claim during the period August 30 to September 28 this year, they will be able to know the reasons for non-inclusion by visiting NRC Seva Kendras and enquiring from Local Registrar.

“The publishing of complete draft NRC is conducted under the monitoring and supervision and direction of the Supreme Court. It is a legal process under
the Citizenship Act 1955 and the Citizenship Rules 2003,” RGI Shri Shailesh said.

The process of NRC updation was taken up in Assam as per order of the Supreme Court in 2013.

The process of NRC update in Assam differs from the rest of the country and is governed by Rules 4A and the corresponding Schedule of the Citizenship (Registration of Citizens issue of National Identity Cards) Rules, 2003. These rules have been framed as per the cut-off date March 24, 1971 decided as per Assam Accord.

Tafajjul Ali, a resident of Fatasil Ambari area in Assam’s capital city Guwahati also not able to find out his name in the complete draft of NRC.

Tafajjul said that, name of other members of his family have included in the list, but his name is missing.

“ Name of two others of my family have appeared in the list, but my name was missing. I will see actually what happened,” Tafajjul said.

The first draft of NRC was published on December 31 midnight by including 1.90 crore people out of 3.29 crore applicants.

The NRC updation process is continuing in Assam under the Supreme Court monitoring to identify the illegal foreigners residing in the state.

Azima Purbin, a resident of Kalaidin village in religious minority dominated lower Assam’s Barpeta district is one of 4 millions who were excluded from the complete draft of NRC.

Azima is one of them who didn’t find out her name in the list.

Azima said that, among five members of her family only her father’s name included in the list.

Not only Azima, her mother and other three family members name wereexcluded from the complete draft NRC.

Azima said that, they are genuine Indian citizens and submitted all documents including ration cards, bank passbook, birth certificates during the application filing process of NRC.

“ I don’t know why my and our other family member names were excluded from the draft NRC. We will again submit our documents before the NRC
authorities to get Indian citizenship,” Azima said.

On the other hand, Shonajul Haque, a resident of Assam’s Barpeta district said that, among his six members family including his wife and four son-daughters, only his and wife’s name have been appeared in the draft NRC.

“ We had submitted all essential documents to include our names in the NRC. But I don’t know why my children names were excluded from the draft NRC,” Shonajul said.

Apart from these, All India United Democratic Front (AIUDF) MLA of South Abhayapuri constituency Ananta Kumar Malo, BJP MLA Dilip Kumar Pal’s wife Archana Pal, banned outfit ULFA-I’s C-in-C Paresh Baruah’s wife Boby Bhuyan Baruah and his two sons Ankur and Akash could not be included in the list.

According to the Supreme Court, all Indian Citizens including their children and descendants who have moved to Assam post March 24 1971 would be eligible for inclusion in the updated NRC on adducing satisfactory proof= of residence in any part of the country (outside Assam) as on March 24, 1971.

Large scale of illegal migration from the Bangladesh into Assam has been alerting to the demographic complexion of the state.

Unabated influx from the Bangladesh also threat both to the identity of the indigenous people of Assam and the national security.

It adversely affects the social, economic and political environment in Assam.

Illegal migration from the East Pakistan/Bangladesh is continued since past couple of decades.

The flow of immigrants started during the rule of British and it continued till.

The NRC updation process is going on in Assam to detect illegal foreigners residing in Assam.
