Kathmandu, Nepal: Responding to the widespread concerns over the delay to authenticate the ordinance about the formation of the national assembly, president Bidya Devi Bhandar authenticated the ordinance on Friday. 
 
With the authentication of the ordinance, the ongoing political deadlock emerged not only over the formation of the national assembly but also on the issue of forming the new government would be resolved soon. 
 
As the Prime Minister Sher Bahadur Deuba abruptly denied the urge of the president Bhandari to withdraw the ordinance to incorporate the demands of adopting direct electoral system as demanded by the leftist alliance, particularly the CPN UML instead of single transferable electoral system, President Bhandari has made up her mind to authenticate the ordinance as recommended by the cabinet, the source at Sital Niwas said preferring anonymity. 
 
Political parties were vertically divided over the electoral system to select the members of the national assembly. The ruling head Nepali Congress (NC), Federal Socialist Forum Nepal and Rastriya Janata Party Nepal (RJPN) have stood clearly in favor of the single transferable vote as proposed in the ordinance, while the CPN-UML, which has emerged as the largest party in the parliamentary and provincial elections, had rooted for a majority-based system. 
 
The CPN Maoist Center has also backtracked from its initial stand of the majority-based system and lending support now to the single transferable voting system, even though it has tied its knot on the name of the leftist alliance during the federal parliamentary and provincial elections. 
 
It is being predicated that the contradictions between the UML and the Maoist Center over the ordinance would create obstacles to form a new government and to merge the two parties.   
 
With the authentication of the ordinance, it is expected that the way will be paved for the formation of the new parliament and the new government. But the political parties, particularly the big three- CPN UML, Nepali Congress and the CPN Maoist Center- has to settle the differences surfaced on the issue of appointing the chief of the provinces and naming of the provincial capitals.
