Kathmandu, Nepal: With the Elections result come out, new form of debate has been emerged over the issue of formation of the government.
 
The issue of forming the national Assembly first or the government is emerged as the confronting issue. 
 
As the UML has emerged as the largest party in the federal parliament and provincial elections, the UML has been insisting for forming government first rather than the National Assembly.
 
However, the Nepali Congress, the head of the incumbent government, has a claim that National Assembly should be formed first to fulfill the fundamental constitutional procedure to for the government. 
 
Prime Minister Sher Bahadur  Deuba has requested the President Bidya Devi Bhandari to authenticate the ordinance to ensure laws required to elect the National Assembly, which is pending since long. 
 
During a meeting with state head on Thursday Prime Minister Deuba requested so stating that authentication of the ordinance is must to expedite the process to form a new government in accordance of the new mandate from the elections.
 
However, the UML has no patient to wait to form the government under its leadership. The legal experts have also divided over the issue.
