Kathmandu, Nepal, March 2, 2021: Winter session of the House of Representatives (HoR) has been called for March 7. President Bidya Devi Bhandari summoned the House session on Monday.
President Bhandari called the House session at 4:00 pm on coming Sunday as per the Article 93 (1) of the Constitution of Nepal upon the recommendation of the Council of Ministers, states the press release issued by the office of the president.
As per the constitutional provision that two sessions shall not be more than six months, winter session of the parliament should have called before January 2. However, it did not happen due to government’s ‘unconstitutional’ decision to dissolve the HoR on December 20, 2020. The budget session of the HoR was prorogued on July 2, 2020.
Responding to the several writ petition filed against the government’s decision to dissolve the parliament, the Supreme Court (SC) had on February 23 reinstated the HoR and ordered the government to call the House session within 13 days.
