EC Tightens Election Rules to Tackle AI Threats and Spending

KATHMANDU – In preparation for the House of Representatives (HoR) election scheduled for March 5, 2026, the Election Commission (EC) has launched a comprehensive Code of Conduct, effective January 15, to preserve democratic integrity. This proactive framework aims to shift the electoral focus from "money and muscle power" toward ideological competition. By setting clear boundaries for parties and candidates, the EC intends to minimize deceptive practices and ensure that the electoral process remains transparent and fair for all participants.
 
A major highlight of the new code is a pioneering ban on the misuse of Artificial Intelligence (AI) and social media manipulation. To combat digital interference, the EC has strictly prohibited the use of deepfakes, disinformation, and organized "troll farms" intended to mislead the public. Additionally, all opinion polls and seat predictions are banned from the nomination period until the close of voting to prevent the undue shaping of public perception through unverified data.
 
On the ground, the EC is enforcing strict physical and financial discipline to maintain public order and equity. New rules declare schools and public institutions as neutral zones, ban rallies that obstruct traffic, and prohibit the involvement of children in campaigning. Furthermore, candidates must adhere to spending limits ranging between Rs 2.5 million and Rs 3.3 million, depending on the constituency. To ensure financial transparency, all transactions must be processed through designated bank accounts and audited within 35 days post-election. These measures are designed to ensure that election outcomes reflect the genuine will of the voters rather than the financial influence of candidates.
