KATHMANDU – As the nation prepares for the upcoming general elections scheduled for Falgun 21 (March 5, 2026), the Ministry of Home Affairs has formally intensified its efforts to safeguard electoral integrity. In a nationwide directive, the Ministry has instructed all District Administration Offices (DAOs) to maintain rigorous surveillance and ensure the effective implementation of the election code of conduct. This move is designed to prevent potential violations and ensure that the pre-election period remains peaceful, transparent, and fair for all stakeholders.
The Ministry’s recent communication places specialized Monitoring Officers at the forefront of this enforcement drive. Following the Election Commission's decision on Magh 13 to appoint Assistant Chief District Officers and Chief Treasury Controllers as Code of Conduct Monitoring Officers across all 77 districts, the Home Ministry has moved to fully activate these administrative mechanisms. According to ministry sources, the directive emphasizes "results-oriented monitoring," requiring authorities to conduct continuous and systematic checks on the activities of political parties, candidates, and government bodies.
Emphasizing that a strictly enforced code of conduct is the "foundation of credible elections," the Ministry has empowered district administrations to take immediate legal action against any disruptions. Beyond monitoring, the DAOs have been tasked with a vital coordinating role, ensuring that any reported incidents of misconduct are handled swiftly in accordance with the law. This proactive stance aims to curb the influence of illegal campaigning and maintain a level playing field as the risk of violations typically increases as election day approaches.
In its final appeal, the Ministry of Home Affairs urged all administrative heads and security personnel to maintain a high level of vigilance and exercise their duties with the utmost impartiality. By strengthening the oversight of both local and national actors, the government aims to mitigate any activities that could compromise the peaceful environment required for the democratic process.
